More CITADEL results available and next steps

CITADEL has successfully finished its second year of the project. During this year, the consortium has adequately progressed in the analysis of the different aspects of the project and has released stable versions of some of the major assets.

The main achievements for this period can be summarized as follows:

  • Completion of the vignette study design into public officials’ willingness to engage with citizens in administrative decision-making in city of Antwerp, VARAM, Puglia Region, and the city of Antwerp OCMW. The vignettes are accompanied by five survey scales measuring the respondents’ bureaucratic attitudes, democratic attitudes, job-centred red tape perceptions, as well as perceptions of participation outcomes and participant competence.
  • Digital Maturity Model and supporting ICT tool (DIGIMAT) that analyses the Public Administrations in four dimensions: people, technology, organization and legal.
  • Privacy literacy exercise. Created a second version of the tool for assessing privacy literacy, which has been incorporated in the digital maturity assessment for PAs
  • More in-depth analysis of co-creation experiences in the public sector with a focus on the impact of ICT technologies on citizen co-production as well as co-creation experiences in public-private partnerships so as to explore the technologies that have been applied to these processes in public services. The consortium is addressing different forms of PPPs, from outsourcing to collaborative governance using a multi-sector analysis comparing these differences by countries
  • Initial detailed version of the co-creation methodology, structured in activities, inputs, outputs, tools, techniques, predecessors and successors and the first version of the rules for the customization.
  • First functional version of the CITADEL ecosystem and of the ICT enablers as stand-alone tools, following an updated version of the architecture. The deployment options and the level of integration between the ICT enablers and the PAs IT systems have also been detailed.
  • First implementation of the use cases (e.g. vignette studies, co-creation trajectories) and evaluation of CITADEL, following the defined methodology.
  • Initial definition of the pricing schemas of the CITADEL Enablers, business model, market analysis and market watch.

The main innovations of CITADEL for this period can be summarized as follows:

  • Inclusion of the recommendations obtained as part of the analysis carried out by the social scientists into the ICT enablers, such as in the KPI report, DIGIMAT and tool-supported methodology.
  • Conclusions and recommendations from the vignette studies carried out to understand the willingness of public servants to engage with citizens.
  • First complete version of the maturity model to analyse the Public Administrations.
  • First detailed and structured version of the CITADEL Co-creation methodology and the first generic customization rules for the personalization of the methodology.
  • First functional version of the ICT enablers as standalone tools and as a whole, integrated into the CITADEL Ecosystem
  • The approach followed for the implementation of the use cases both on-site and off-site.

During the first week of October, the consortium met together in Santander, a meeting hosted by the University of Cantabria to put in common the results, evaluate them in practical hands-on and interactive sessions (e.g. with ‘serious games’ and playing with demos) and to launch the activities of the challenging remaining twelve months.

During the next period, the consortium will majorly focus on the final implementation of the ICT enablers and the practical validation in the three use cases, Antwerp, Regione di Puglia and Latvia.
